That said, i would really love if my old EXO-PC tablet was able to have that offline capability. just saying i get why they are not hot on developping for windows. I'm not saying its impossible, notthing is impossible in this world. so all this would mean that in the end, their apps would need to be entirely reprogrammed for windows. and apple has been making mac type stuff pretty hard to port as well. i know C++ is more easily portable, and thats probably what they are using, but you have to understand that android (aka linux) is not as portable as you think it is. i know i'm trying to develop my visual basic app for android and IOS and believe me it is a nightmare. also the development of apps on windows is very different from android or IOS. so i think thats why they have done that. that said, the market for windows tablet is much smaller then androids and IOS. that is logical since we've been telling them that those who runs games are never gonna use their mobiles to manage the said game. why ? because they realised that their data was more often looked at with a PC. Have to look at it that way, about 2-3 months ago, they checked their data and decided that they should focus on PC more.
